What You'll Do
Senior Program Associates assist a wide variety of collections programs and provides a variety of highly skilled administrative functions and tasks under limited supervision.
This Sr. Program Associate position is embedded into the Collections Team. The core initial functions of this position are:
- Initial collections fee case set up. This includes reviewing reports to identify new cases, researching various data bases for supporting information, communicating with finance and collections specialists
- Support other collections administrative functions including document identification, upload and indexing into electronic data management system, assigning cases to collections staff
- Respond to certificate of clearance requests for estate recovery
- Other tasks related to collections casework
The current vacancy is located at the Northern Service Center in West Saint Paul. Work is performed within a County office building with some future hybrid options.

Minimum Qualifications
- Associates Degree in business administration, human services or related field AND One (1) year of progressively responsible administrative experience in an office environment.
OR
- High School Diploma AND Three (3) years of administrative experience in an office environment.
OR
- Current combination of education and experience to total 3 years.
AND
- Candidate must be proficient at keyboard skills including typing at least 45 WPM.
Preferred Qualifications
- Experience in working with diverse populations and clients with limited English proficiency
- Bilingual skills are desirable
- High level of skill with Microsoft Office applications
- Experience in electronic databases and records management systems

Duties & Responsibilities

- Research client data in multiple state and county systems to assist customers for program support.
- Respond to requests for program or client-specific information.
- May calculate, prepare, and monitor invoices & payments for department expenses & accounts receivable, purchasing or track expenses.
- May calculate and prepare payroll on an occasional or backup basis.
- May provide orientation & training to new staff for various department functions.
- Serve as a floater/trainer, covering support staff positions and training new staff in the unit as necessary.
- Receive incoming phone calls and provide specific program information to callers which may involve gathering information from computer systems.
- Update, compile, and prepare statistical and technical reports.
- Prescreen clients in person or over the phone for services according to program criteria to provide program information and make appropriate referrals.
- Initiate and manage specific program transactions, which may include processing billings, issuing checks and cash handling while adhering to appropriate process and procedures.
- Manages and maintains operational and program supplies to be in compliance with state and federal laws.
- Assess applicant needs against available community resources and assist with program application completion and submittal.
- Prepare and authorize vendor payments, including auditing, adjusting and approving in compliance with program statutory requirements and County policies.

- Ability to audit and reconcile various financial records for accuracy related to program services.

- Considerable ability to conduct research, analyze, prioritize and coordinate work according to client and agency needs.
- Ability to utilize County electronic data management system to organize and manage confidential documents in a centralized method.
- Ability to make problem solve while demonstrating good judgment.
- Ability to work independently and as a team member.
- Demonstrates an understanding of and respect for the diversity of customers, co-workers, and supervisors, including individuals with a disability or whose first language may be other than English.
Work Environment
Work is a combination of in a County office building and through remote arrangement. Some light physical effort may be required. Equipment used may include, but is not limited to, computer, printer, calculator, telephone, and copy and fax machines.
